EDGE Style - Loading menu on HTML

in fact the menu must drop upon any other content by default.

Possibly your forgot to disable the active content converter:

Possibly you need to set (for local testing)"Always allow" in the
online setting manager:
http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager04.html

I recommend to start with a blank page using these simple steps:
